The Cameroonian passport

They are produced in Yaoundé by the National Passport Production Centre, run for the police by the German-Portuguese consortium INCM-Augentic, with a promise of production within 48 hours of enrolment. The PassCam biometric passport

Cameroon has issued chip-based electronic passports since 1 October 2013, according to Wikipedia. The current system dates from 2021: an ordinance of 7 June 2021 amending the finance law raised the fee from 75,000 to 110,000 CFA francs, and production began on 1 July 2021 at the National Passport Production Centre (CNPP) in Yaoundé's new administrative district. The data page is made of polycarbonate. The contractor, INCM-Augentic, runs the PassCam online platform on behalf of the DGSN.

The 110,000-franc fee was still the one listed in January 2026 by the Cameroonian embassy in Washington and in March 2026 by the Infos pratiques guide. No change to the fee since 2021 was found. In January 2026 the Ministry of Finance, as quoted by Digital Business Africa, denied a rise to 155,000 francs; it did point out, however, that since 1 January 2026 a passport is only issued on presentation of a tax compliance certificate (attestation de conformité fiscale, ACF), an administrative document proving that one's taxes are up to date rather than an extra charge.

Step by step on passcam.cm

  • Pre-enrolment on www.passcam.cm: log in with a one-time code sent by email, then fill in the form. Your ID card number is requested; there is an option for those without a valid one.
  • Payment of the 110,000 francs online only: bank card, Yoomee, MTN Mobile Money, Orange Money, Yup or Express Union. No cash.
  • Booking an appointment at an enrolment centre; it can be rescheduled only once.
  • Physical enrolment: check of original documents, photograph, fingerprints, height and signature.
  • Collection at the enrolment centre after an SMS or email notification. A passport not collected within six months is sent back to Yaoundé.

In Cameroon, enrolment takes place at the CNPP in Yaoundé, the Douala-Bonanjo centre, regional emigration-immigration police offices or the Border Police Directorate; abroad, at embassies and consulates. If an application is rejected, the DGSN can be reached at [email protected]; other questions go to [email protected].

Documents required

StudentSame documents, plus a school certificate or student card
RenewalOld passport (original and copy of the data page), unless lost or stolen
Minor (under 21)Certified birth certificate, legalised parental consent, copy of the parent's ID card, school certificate if enrolled
Lost or stolen passportPolice report of loss or theft, and the details of the old passport (number, date and place of issue)
Documents required. Sources: Infos pratiques guide (March 2026), Cameroon Desks (April 2024), Cameroonian embassy in Washington (January 2026).

According to Cameroon Desks (2024), you can apply for a passport with an ID card receipt, provided you show a photocopy of the old expired card. If the original birth certificate is missing, the Washington embassy asks either for a court-ordered replacement certificate or for a certified copy with a certificate confirming that the original stub exists in the archives, less than three months old.

Minors: what is different

For passport purposes, any applicant under 21 on the day of the appointment is a minor, according to the Cameroonian embassy in Washington. The child must attend in person, whatever their age, with a parent or legal guardian. A parent in Cameroon provides parental consent legalised by the police and a certified copy of their ID card or passport; a parent living in another country has the consent legalised at the nearest embassy or consulate. A child born abroad to a Cameroonian parent must first have the foreign birth certificate transcribed.

Turnaround: 48 hours promised, and the reality

The official turnaround is at most 48 hours after enrolment, for an application with no problems. In August 2022 Cameroon Tribune reported that 80% of applicants in Yaoundé received their passport within 24 hours and that more than 600 people were seen on some days. Outside Yaoundé, passports have to be shipped from the CNPP: the Washington embassy's January 2026 guidance gives about one month between enrolment and collection. The Cyril Jarnias blog (March 2026) mentions an average of two weeks to a month at diplomatic missions. No recent official statistics were found.

The sources consulted mention no separate “emergency passport”. Abroad, the emergency option is the laissez-passer (Cameroonian travel document), issued by embassies to people whose passport has expired, been lost or stolen: it is valid only for travel to Cameroon, where a new passport must then be obtained. The Washington embassy points out that a passport can be produced in Yaoundé within 48 hours.

Validity and renewal

An ordinary passport is valid for five years according to the Infos pratiques and Cyril Jarnias guides (2026); no readable official text confirmed this. It cannot be extended: the Washington embassy states that it can only be renewed, through a full application at the same fee. The guides advise starting about six months before expiry, since many countries require a passport valid for several months beyond the trip.

Applying from abroad

The diaspora follows the same PassCam procedure and pays the same amount in CFA francs online, then enrols at the embassy or consulate covering their area. Take Washington (guidance of January 2026), which covers the United States, Mexico, Costa Rica and the Bahamas: enrolment by appointment, taking about four hours, no applications by post, passport produced in Yaoundé, collection only at the embassy, since it must be electronically activated where enrolment took place.

Applicants must also prove legal residence (residence permit, work permit, student visa). These rules apply in Washington; each embassy publishes its own. See the page on paperwork from abroad.

Handle with care

The five-year validity comes only from private guides; we did not find the regulation itself online. The missions consulted do not say whether the tax compliance certificate required since January 2026 applies to applications made abroad. The Infos pratiques guide is inconsistent (110,000 francs on one page, 75,000 francs and 72 hours on others): only cross-checked details were used. Requirements abroad come solely from the Washington embassy and may differ elsewhere. Henley ranks for other African countries come from a single press article. Actual turnaround in Cameroon is documented only by a 2022 report.
