Civil servants' pay in Cameroon
Public employees' pay, known as the 'solde', is one of the most searched topics and one of the least documented online. The official scale exists, but it is only circulated as a scanned image. This page gathers what identifiable sources establish: how pay is structured, the two general rises of 2023 and 2024, deductions, how to view a payslip and how arrears are being settled.

How pay is worked out
A civil servant's base salary depends on their index, which is set by grade, level and step. Since Decree No. 2024/057 of 21 February 2024, the scale annexed to the decree maps each index directly to a base salary; that scale, published on prc.cm, is only available as a scanned image, and we found no official source giving a current 'index point value'. Allowances and bonuses, general or specific to each corps, are added on top, then family allowances.
For an order of magnitude, a World Bank report of November 2018 noted that the scale then in force, adopted on 1 July 2014, ran from about 43,000 to 326,000 CFA francs of monthly base salary (the top being grade A2), well below countries such as Rwanda or Zambia. It also pointed to the lack of rules governing allowances, which makes pay 'extremely complex'. These amounts pre-date the 2023 and 2024 rises.
The 2023 and 2024 rises
| Text | Rise | Effective | Context |
|---|---|---|---|
| Decree No. 2023/158 of 6 March 2023 | +5.2% of base salary on average | 1 February 2023 | Fuel price rise; more than 400,000 staff concerned; first rise in about a decade |
| Decree No. 2024/057 of 21 February 2024 | +5% of base salary | 21 February 2024 | Fuel up 15%, announced on 2 February 2024; family allowance raised from 2,800 to 4,500 CFA per child |
These rises apply to base salary and cover civil servants and Labour Code employees alike. We found no further general rise announced for 2025 or 2026. The state's wage bill reached 1,753.5 billion CFA francs in 2025; from March to May 2026, the monthly payroll ranged between 146.7 and 151.3 billion CFA francs.
Bonuses, allowances and deductions
There is no single published list of civil service bonuses: each corps has its own texts (for teachers, Decree No. 2002/040, covered in the page on their pay). The amounts quoted on news sites for housing or transport allowances are not confirmed by any published text, so we do not repeat them. Family allowances, however, rose from 2,800 to 4,500 CFA francs per child per month under Decree No. 2024/057 of 21 February 2024, both for staff paid by the state and for employees covered by the CNPS (Koaci, Sikafinance).
The main deduction specific to public employees is the pension contribution. According to the Directorate General of the Budget's study of the pension system, it is 10% of base salary for civil servants, with the state adding a 'notional' contribution of 12%; for Labour Code employees, the base includes salary and housing allowance. Tax and other deductions common to all employees come on top, as explained in the page on payslips.
Payday and payslips on AIGLES
Since 1 January 2025, pay has been calculated by AIGLES. In the first month, January 2025 salaries were paid from Friday 24 January, according to a notice from Finance Minister Louis Paul Motaze; the payslip changed layout, with a new staff number format and a new classification of pay items. Joint MINFI-MINFOPRA teams were set up in both ministries to answer staff and pensioners. We found no fixed published payday: it is announced each month by MINFI.
- Viewing a payslip: on the portailaigles.gov.cm portal, which also gives access to monthly and annual pay statements and personal data.
- Pay alerts: in 2025 more than 3 million salary notifications were sent by SMS, WhatsApp or email, according to the AIGLES review.
- Help: support.aigles.gov.cm, or the joint MINFI-MINFOPRA teams.
Back pay and arrears
For years, a promotion or confirmation in post only showed up in pay after a delay, leading to accumulated 'rappels' (arrears). In January 2025 more than 203,000 employees saw promotions take financial effect thanks to AIGLES, and the application's review reports 250,686 automatic promotions in 2025.
| Arrears | Employees | Amount | Timetable |
|---|---|---|---|
| Under 4.5 million CFA francs | 177,933 | 53.2 billion CFA francs | 8 billion a month, July 2025 to January 2026 |
| Over 4.5 million CFA francs | 450 | 3.8 billion CFA francs | 2.5 billion in July 2025 for 291 employees, then in instalments |
| Total | 178,383 | 57 billion CFA francs | Staff on secondment or leave of absence: after January 2026 |
The same statement said that from March 2022 to February 2025, 206.7 billion CFA francs had been paid to teachers for promotions and integrations, 86% of the 240.2 billion owed. We found no official review confirming that the plan was completed in January 2026.

Handle with care
No official source publishes base pay by grade and step in readable form; the World Bank figures date from the 2014 scale. The amounts of general bonuses and allowances (housing, transport) reported by unofficial sites have not been checked against the texts; the family allowance figure (4,500 CFA) comes from press reports of the 2024 decree. The pension deduction rate comes from a MINFI study published online in 2023, not from the decree itself.
