Private-sector retirement: the CNPS old-age pension
In Cameroon, private-sector employees, and more broadly everyone covered by the Labour Code, build up their pension with the National Social Insurance Fund (CNPS), in the old-age, invalidity and survivors' branch created by Law No. 69/LF/18 of 10 November 1969. It is a pay-as-you-go scheme: contributions from workers, 8.4% of pay split equally between employer and employee, fund the pensions being paid. This page sets out the conditions, the formula and the procedure, as described by the CNPS, the French body CLEISS and the US Social Security Administration.

Conditions for a pension
According to the CNPS, five conditions must be met for a normal old-age pension: being registered, having stopped all salaried work, having at least 180 months of insurance (15 years), 60 of them in the 10 years before leaving work, being at least 60, and having been registered with the pension scheme for at least 20 years. The SSA (2019) and CLEISS (2024) describe the same rules. Some periods count as contributory even without contributions: sick leave, maternity leave and work injury.
| Benefit | Age | Insurance record | Form |
|---|---|---|---|
| Normal old-age pension | 60 | At least 180 months, 60 in the last 10 years; 20 years of registration | Monthly pension for life |
| Early old-age pension | 50 | Same conditions; must stop work (premature ageing or personal choice) | Monthly pension, same formula |
| Old-age grant | 60 | 12 to 179 months | One-off lump sum |
| Early old-age grant | 50 | 12 to 179 months; must stop work | One-off lump sum |
How the pension is calculated
The monthly pension is 30% of average monthly pay, plus 1% for each 12-month period of insurance beyond 180 months. Average pay is taken over the last 3 or 5 years (36 or 60 months), whichever is higher, and is capped at the contribution ceiling, 750,000 CFA francs a month since 2016. The pension cannot be less than 50% of the minimum wage or more than 80% of average pay (SSA 2019, CLEISS 2024; the CNPS confirms the 1% bonus per year beyond 180 months).
| Insurance record | Rate | Monthly pension |
|---|---|---|
| 180 months (15 years) | 30% | 90,000 CFA |
| 300 months (25 years) | 30% + 10 Ă 1% = 40% | 120,000 CFA |
| 420 months (35 years) | 30% + 20 Ă 1% = 50% | 150,000 CFA |
The old-age grant, for those with fewer than 180 months, is a lump sum equal to average monthly pay multiplied by the number of 12-month periods contributed: with 120 months and average pay of 300,000 CFA francs, the formula gives 10 Ă 300,000 = 3,000,000 CFA francs, paid once. Note that, according to CLEISS (2008), the right to this grant lapses entirely five years after the claimant's 60th birthday.
Invalidity and survivors
An invalidity pension is paid before 60 to insured persons whose earning capacity is reduced by at least two-thirds (66%), as certified by a doctor, if they have 5 years of registration and 6 months of contributions in the 12 months before the invalidity; no minimum applies if it results from a non-work accident. It is calculated like the old-age pension, with six months of insurance credited for each year remaining before 60, plus 40% if constant attendance is needed. At 60 it becomes an old-age pension of the same amount (SSA 2019, CLEISS 2024).
| Dependant | Share |
|---|---|
| Surviving spouse (split equally between several widows) | 50% |
| Child who lost one parent, per child | 15% |
| Child who lost both parents, per child | 25% |
| Dependent parent, per parent | 10% |
A survivors' pension is due if the deceased was receiving a pension or had at least 180 months of insurance. Orphans are covered up to 14, 18 if apprentices and 21 if students or disabled; the spouse's pension stops on remarriage. If the deceased had fewer than 180 months, survivors receive a one-off grant equal to 30% of average pay multiplied by the number of six-month periods contributed. Funeral costs are reimbursed up to 1,200,000 CFA francs when there are no eligible dependants (SSA 2019).
Reforms and increases
- 15 February 2016: Decree No. 2016/072 raised the pension contribution from 7% to 8.4% and the ceiling from 300,000 to 750,000 CFA francs, automatically raising future pensions for higher earners (Camer.be, Journal du Cameroun).
- According to the CNPS as quoted by Camer.be (2019), the highest monthly pension rose from 154,000 CFA francs in 2008 to 409,100 in 2019. Before the reform, a 15-year career gave about 90,000 CFA francs and a 30-year career 150,000; the average pension was 67,000.
- 1 August 2020: a 20% increase in old-age, invalidity and survivors' pensions, by presidential decree (Journal du Cameroun, July 2020).
- 2025-2026: pensions paid rose from 123 billion CFA francs in 2024 to 140.9 billion in 2025 (EcoMatin); in the first quarter of 2026, 119,407 pensioners received 32.6 billion CFA francs, an increase attributed to the âmechanicalâ uprating of new-scheme pensions (Journal du Cameroun). No new uprating percentage was found for 2025 or 2026.
The claim, processing times and payment
Pension claims are filed at the assigned social insurance centre or online on the CNPS website. The CNPS lists a written claim (the âpension applicationâ form), a copy of the birth certificate, the insurance number and contribution statements, and advises applying several months before the planned retirement date. It is vague on timing (âseveral weeksâ). In 2020 the daily Le Jour reported that a complete file could be validated in 45 minutes, submitted and tracked by email, and that the pension was paid from the first month of retirement.
According to CLEISS, the pension is paid monthly by bank transfer on the first of the month, and pensioners must provide a proof-of-life certificate each year between 31 October and 31 December. The CNPS publishes an annual pension payment calendar. Pension rights lapse after 5 years. For those who have also worked in France, the 1990 Franco-Cameroonian convention allows periods in both countries to be added together.
Civil servants, state contract staff and voluntary members
Civil servants are not covered by the CNPS: their pensions are managed by the Finance Ministry (personnel expenditure and pensions directorate). The government is preparing a National Fund for State Personnel (CNPE): the Prime Minister announced it on 30 November 2023, for civil servants âand other contract staff of the stateâ, and an actuarial feasibility study is the first step; state pension spending rose from 216.1 billion CFA francs in 2019 to 269.6 billion in 2024 (EcoMatin). Career and retirement rules for civil servants are covered in the pages on civil service careers and teachers' retirement.
State employees governed by the Labour Code (decision-appointed and contract staff) no longer contribute to the CNPS: according to the Directorate General of the Budget's (MINFI) study of the public pension system, their pensions, long managed by the CNPS, were transferred to the Public Treasury by Law No. 90/063 of 19 December 1990. Since 1 January 2021 they retire at 55 (categories 1 to 7) or 60 (categories 8 to 12), and their pension follows a formula based on average pay, different from civil servants' (see the page on civil service careers). The CNPE project covers them too. Voluntary members (self-employed, informal sector) follow the same pension rules as employees: 180 months of contributions, the option of claiming from age 50 according to the CNPS, and 1% more for each year beyond 180 months.
Frequently asked questions
What is the CNPS retirement age?
60 for the normal old-age pension. An early pension is possible from 50 if the same contribution conditions are met and you stop working.
How many months must you contribute to the CNPS to get a pension?
180 months, or 15 years, including 60 months in the last 10 years, with at least 20 years of registration. Below that, you receive a one-off old-age grant.
How do you calculate a CNPS pension?
30% of average monthly pay over the last 3 or 5 years (whichever is higher), plus 1% per year contributed beyond 15, up to 80% of average pay and at least 50% of the minimum wage.
What happens if I have fewer than 180 months of contributions?
At 60 the CNPS pays a one-off old-age grant equal to average pay multiplied by the number of years contributed, from 12 months. You can also top up your record through voluntary insurance.
What share of the pension does a widow receive?
50% of the deceased's pension, split equally if there are several widows; each orphan receives 15% (25% if both parents have died). The widow's pension stops on remarriage.
When does the CNPS pay pensions?
Every month, by bank transfer, following an annual calendar published by the CNPS. A proof-of-life certificate must be provided every year between 31 October and 31 December.
Do civil servants get their pension from the CNPS?
No: civil servants' pensions are managed by the Finance Ministry. A dedicated fund for state personnel (CNPE) has been under study since 2023.
Handle with care
The formula comes from the SSA (2019) and CLEISS (2024), which agree, and the CNPS confirms its main elements; the actual text of the 1969 law and its implementing decrees is not published online (the CNPS compilation of texts would not open in October 2026). The references âDecree 74/26â and âLaw 84/007â could not be verified and are therefore not cited. Real processing times vary between sources (âseveral weeksâ according to the CNPS, 45 minutes for validation according to Le Jour in 2020), and no recent independent survey was found. The scheme for state employees under the Labour Code is described from the Directorate General of the Budget's study; the exact formula for their pension cannot be read in it. No uprating percentage after 2020 was found.
